This page describes the personnel who operate Nyaya's Bayalpata Hospital. 

 


 

Medical Director

The medical director is responsible for overall management of clinical activities.  Key duties include provision of clinical care in conjunction with the medical staff, oversight of public health programs, collaboration with government agencies for supplies, provision of training to health workers, and management of hospital operations.  

Specific tasks include:

  • Provision of routine prenatal care and delivery, training of midwives, and oversight of public health outreach programs to pregnant women.
  • Providing the basic package of emergency obstetric care, including manual removal of placenta; dilation and curettage; provision of intravenous oxytocin;  provision of intravenous antibiotics; provision of intravenous anticonvulsants.  He will train staff in this package as well.
  • Oversee ANM and CMA provision of integrated management of childhood illnesses services.
  • Provide direct medical treatment of common primary care conditions, minor orthopedic, dermatologic, and surgical procedures.  S/he will additionally take every opportunity to train staff in these treatments.
  • Provide 24 hour on-call assistance to management of all inpatients, patients in labor and emergency cases.
  • Work with the laboratory team to identify gaps in diagnostic capacity and to expand services.
  • Provide strategic direction to expansion of clinical, surgical and public health services. 

 

Program Director (1)

The program director oversees all hospital and community operations. Traditionally, this position has been filled by a management personnel without a medical degree.

Specific tasks include:

  • Oversight of financial practices
    • Ensuring appropriate financial accounting
    • Developing community-based health insurance scheme
    • Developing health insurance scheme for healthcare staff
  • Pursuing the Strategic Vision
    • Working with staff to improve the efficiency of the hospital
    • Maintaining and improving supplies chain management
    • Dialoguing with US-based technical assistance team to identify areas of materials, human resources, and financial need.
    • Hire additional staff or request additional volunteers as needed to assist with hospital and program operations.  Write contracts for these staff.
  • Community Outreach
    • Expanding outreach programs to increase services access to marginalized and remote groups
    • Working with the CHW program coordinator to improve oversight mechanisms of the CHW program.
    • addressing any community concerns with the operations of the hospital.
    • dialoguing with KTM-based political leaders as the need arises for any pressure on the central government.
  • Management of Laboratory Services
    • Work with the Laboratory Technician to ensure high quality diagnostic testing and to provide assistance in maintenance and expansion of the Diagnostic Laboratory. 
  • Management of Waste Disposal
    • Oversee cleaning and security staff

    • Conduct quality control for in-hospital cleanliness and infectional control.

  • Supplies Chain Management

    • Identifing supplies or maintenance needs of the hospital
    • work with Dhangadi- and Achham-based contractors and suppliers to address those needs.
    • Maintain M-Supply database up-to-date.
    • Train other staff where appropriate in M-Supply database

 

Physician

In addition to the medical director, Nyaya recruits another medical doctor. The Physician works closely with the Medical Director and oversees clinical care at the hospital.  Specific tasks include:

  • Direct oversight of the Outpatient Department.
  • Signing off on management of all patients seen by the Health Assistants.
  • Seeking expert consultation from clinicians based in other parts of Nepal and in the US.
  • Overseeing care in the emergency room as required.
  • Working closely with the ANMs and the Medical Director to oversee and assist with obstetric care.
  • Provide training for staff members and community health workers.

 

Health Assistant (HA)/Pharmacist (3)

The HA/Pharmacist must have completed the rigorous 3 year Health Assistant course (comparable to Physician's Assistant program).

Specific tasks include:

  • Providing direct care to patients in the outpatient department under the supervision of either of the two physicians.
  • At least one HA will work as a pharmacist at the hospital's in-house pharmacy. The pharmacist/HA will also assist with emergency cases as needed.
  • Provide 24 hour, on-call assistance to inpatients, patients in labor and emergency cases.
  • Assist the hospital staff with provision of medical care.
  • Assist the Program Director with supplies chain management and with database maintenance.   

  

Lab Technician (1)

The lab technician under the supervision of the director of logistics, to do the follow tasks:

  • perform routine laboratory tests at the request of the clinicalstaff, including but not limited to:
    • Complete blood count using an auto-analyzer
    • Manual complete blood count
    • Colorimetric tests including hemoglobin, creatinine, SGPT, SGOT, albumin, protein, glucose, bilirubin
    • gram stain
    • cell counts of CSF specimens.
    • microscopic analysis of CSF, stool, urine, serum, and sputum specimen
    • basic culture microbiology
  • Maintenance in well-working order of all laboratory equipment and reagents.
    • Assist the Program Director in the procurement of laboratory supplies.
    • Assist the Program Director in the expansion of laboratory services.
    • Implement and refine clinic infection control best practices protocols.

  

The lab assistant is expected to work as much as is dictated by patient volume and available staff.  The lab assistant may make recommendations to the Hospital Management Board regarding hiring and firing, although decisions regarding this will be made at the discretion of CMB.

  

ANM (5)

The ANM midwife provide antenatal and peripartum care to women.  Her duties include: 

 

  • Routine prenatal care, including iron and folic acid supplementation, nutrition counseling, attention to warning signs, provision of tetanus toxoid vaccination, and assistance with prenatal screening of diseases such as HIV and syphilis. 
  • Routine delivery, including both in-hospital and at-home service.    
  • Triage of complex cases to the doctor and/or health assistants.  Depending upon her experience and training, she may also participate in emergency obstetric care, including manual removal of placenta; dilation and curettage; provision of intravenous oxytocin;  provision of intravenous antibiotics; provision of intravenous anticonvulsants. 
  • Depending upon the need and her experience and training, she may also participate in healthcare delivery for infants and children. 

      

Other key duties will include working with the medical director in the provision of clinical care, the running of public health programs, collaborating with government agencies for supplies, and assisting in logistics.  The ANM midwife will be expected to work as much as is dictated by patient volume and available staff.  The ANM midwife may make recommendations to the Hospital Management Board regarding hiring and firing, although decisions regarding this will be made at the discretion of CMB.

  

The ANM should have significant experience in the care of pregnant patients and should be dedicated and hard-working.  Typically we will try to hire within Achham when possible. 

  

Administrative Director (1)

The Nyaya Health administrative director is based in KTM to attend to various official matters with government officials, procurement agencies, and donor agencies.  Specifically, he will work on the following tasks:

  • Work with the ministry of health to sign agreements and coordinate supplies and staffing.
  • Work with the Ministry of Finance to coordinate payments from the Ministry of Health.
  • Work with private and government partners to improve connectivity in Achham
  • Facilitate the final signing of the Social Welfare Council agreement.
  • Coordinate logistics of getting supplies to staff in Achham
  • Pursuing in-country financial resources through embassies and international agencies
  • Coordinate work with accountants for the preparation of tax documents.

The job involves telephoning and meeting with key politicians, bureaucrats, and technicians; writing, printing, and delivering key documents; dialoguing with other organizations; and addressing logistical and political challenges faced by the Achham-based staff.   He will be expected to respond to emails promptly, and to send out biweekly updates to Nyaya directors.  On the part of Nyaya Health, the directors will provide him biweekly emails with updates, tasks lists, ideas, and support.   They will be available over email and chat at almost all hours of the day to provide support to the administrative director.

 

The ideal candidate would have some employment or undergraduate or masters degree in business administration or in healthcare.  Previous employment in the private sector or with an NGO is desirable.  Knowledge of the political and bureaucratic workings of the government is a major plus.  The candidate must have excellent computer knowledge, ability to use MS Word and Excel and dialogue over email and chat with our US-based technical team.   S/he should also be comfortable with a "virtual office" consisting of a laptop computer and a CDMA wireless modem, as opposed to a formal office.
